The Trans Sumatra Toll Road Project is in Danger of Being Stopped, Following are the Important Things Behind the Project - The ongoing construction of the Trans Sumatra toll road is in danger of being stopped. This was stated by the Director General of Highways of the PUPR Ministry, Hedy Rahadian, before Commission V of the DPR RI.   • Less Capital IDR 60 T

Hedy said PT Hutama Karya (Persero) or HK, which was assigned by the state to build the toll road, experienced a deficit in support from State Capital Participation (PMN) of up to IDR 60 trillion.

According to Hedy, PMN must be disbursed immediately. If not, then the ongoing construction of the Trans Sumatra toll road is in danger of stopping.

"Now, after we have evaluated what has been going on, it turns out that there is a PMN deficit of IDR 60 trillion that has not been fulfilled. This is a PMN deficit, so if this HK is not immediately filled with PMN, then the direct language might automatically be that construction projects that are currently running will stop," said Hedy in a meeting with Commission V DPR RI, Wednesday (27/1/2021) .

  • PUPR 'Pokes' the Ministry of Finance about PMN that has not been disbursed

To resolve this issue, the PUPR Ministry is coordinating with related ministries, especially the Ministry of Finance (Kemenkeu).

"We have coordinated with the Ministry of Finance and the Coordinating Ministry for the Economy so that the Ministry of Finance's IDR 60 trillion can be disbursed quickly, and now we are conducting an audit of the Trans Sumatra which was carried out by Hutama Karya. Now this is only for those who are currently running, “said Hedy.

  • What is the fate of other Trans Sumatra toll road projects?

Hedy continued, for the construction of sections on the Trans Sumatra Toll Road that had not yet started, Hutama Karya could no longer continue. For this reason, his party plans to provide support from the Ministry of PUPR's budget.

However, before providing this support, there are several changes that must be made to the legal framework related to the construction of the Trans Sumatra Toll Road, namely Presidential Regulation (Perpres) 117 of 2015. In the Presidential Decree, the construction of the Trans Sumatra toll road is carried out by Hutama Karya through an assignment scheme which includes funding. For this reason, the government must change the Presidential Decree if the construction of the Trans Sumatra Toll Road also wants to be supported through the PUPR Ministry's budget.

Hedy revealed that the budget support from his party needed for the toll road reached IDR 148 trillion.

"What didn't work, this PMN, HK seems to have been in trouble, so finally the idea of construction support emerged which was not actually contained in the Presidential Decree (Perpres). So if construction support has to come in, then we are forced to change the Presidential Decree regarding Trans Sumatra. Because suddenly we need support from Bina Marga in the amount of IDR 148 trillion just for Trans Sumatra,” concluded Hedy.
