A total of 1 million formations for the appointment of honorary teachers to become PPPK set for March 2021 - The Ministry of Administrative Reform and Bureaucratic Reform (PANRB) announced that the formation for selecting 1 million honorary teachers to become government employees with work agreements (PPPK) will be set in March 2021.

"The PANRB Ministry will verify and determine formations based on job analysis and workload analysis and consider the Ministry of Education and Culture's Dapodik in accordance with applicable laws and regulations. The formation is planned to be established in March 2021," said Assistant Deputy for Planning and Procurement of HR Apparatus of the PANRB Ministry Katmoko Ari Sambodo in a meeting with Commission X DPR RI, Monday (18/1).

The number of PPPK teacher formations proposed by the local government has only reached 489,664 or less than half of the target. Katmoko said that there are still five regional governments that have not proposed formation, namely North Sumatra, South Sulawesi, East Nusa Tenggara, Papua and West Papua.

While the opportunity to submit formations has been closed since December 31, 2020. However, Katmoko said there are still a number of local governments that will improve the files and documents proposing formations. Provinces that have not yet submitted are also still given a chance.

"There are 58 regional governments that have committed to immediately complete the proposal documents with a total number of 64,262 proposals," he continued.

The formation was submitted by 1 province and 57 districts/cities and still needs to be improved because it is not complete. Currently, he said, the PANRB Ministry together with the Ministry of Education and Culture, the State Civil Service Agency and related parties are finalizing the design of the admissions system and PPPK selection competency test questions.

Furthermore, Katmoko explained that the PPPK selection would not replace the teacher recruitment scheme through the selection of Candidates for Civil Servants (CPNS) in the future, as is an outstanding issue.

He said the appointment of up to one million teachers under the PPPK scheme was a short-term effort by the government to resolve honorary cases and fill the need for teachers.

"Procurement of teachers with the CPNS scheme is still needed to ensure the sustainability of the education quality improvement program which is only carried out in the long term," he added.

On the same occasion, Chairman of Commission X DPR RI Syaiful Huda disclosed information that many local governments were reluctant to submit teacher formations because they were worried that PPPK salaries would be charged to the regions.

He asked the government to correct this perception, because as is known PPPK salaries will be fully borne by the State Revenue and Expenditure Budget (APBN).

Apart from that, he also regretted the government's discourse on closing teacher formation at the 2021 National Civil Service Candidates. Even though it will be reopened next year, according to him, this step is not wise.

He assessed that teacher recruitment through CPNS was still needed to ensure the availability and quality of teachers. Apart from that, he said, honorary teachers also did not fully agree with the teacher recruitment scheme through PPPK.

"Hopefully the government will issue laws and regulations in the form of a presidential decree regarding the appointment of honorary teachers to become civil servants without testing," he said reading out the results of Commission X's hearing with honorary teachers.

"[Honorary teachers] both those who are members of the Non-35 Plus Age Category Teachers and Education Personnel reject the appointment scheme through PPPK recruitment for education staff," added Huda.

Previously, Head of BKN Bima Haria Wibisana said the government was still opening up options for teacher formation at the 2021 CPNS, but with limited quotas. This is because there is already a PPPK selection that will be carried out in the same year.

"For this year, there is an urgent need to appoint PPPK as a teacher due to teacher vacancies in many regions," he said, Tuesday (5/1)

The issue of eliminating teacher formation at CPNS was first raised by Bima in December 2020. He revealed that all PNS teachers might have their status changed to PPPK.

This drew criticism, especially from the teacher. Even though PPPK and PNS salaries are the same, there are some differences between the two, such as the issue of pension allotments.

However, this issue was rejected by the Minister of Education and Culture Nadiem Makarim who stated that PNS teachers would not be removed and transferred to PPPK.
