The following are 6 groups of recipients of free vaccines in Indonesia - The Ministry of Health (Kemenkes) officially issued regulations regarding the implementation of the Covid-19 vaccination which regulates from the schedule to the stages of vaccination for all Indonesian people.
One of the concerns is the priority group to get the vaccine first.
Based on information on the website covid19.go.id, Thursday (24/12/2020), this regulation is contained in Permenkes Number 84 of 2020 concerning Implementation of Vaccination in the Context of Mitigating the COVID-19 Pandemic.
Article 3 states, "The implementation of the Covid-19 vaccination is carried out by the Central Government. The Central Government in carrying out the COVID-19 Vaccination involves Provincial Governments and Regency/City Regional Governments. Implementation of COVID-19 Vaccination is free of charge/free."
Article 7, it is also stated that the type of Covid-19 vaccine used for vaccination is determined by following the development of science and technology, and has been included in the list of candidate Covid-19 vaccines or the list of Covid-19 vaccines from the World Health Organization (WHO).
Meanwhile, Article 8 explains the priority of vaccines.
It was stated that the implementation of the Covid-19 Vaccination was carried out in stages according to the availability of the Covid-19 Vaccine.
"In the implementation of the Covid-19 Vaccination as referred to in paragraph (1), the criteria for receiving the Covid-19 Vaccine are determined based on the study of the National Immunization Expert Advisory Committee (Indonesian Technical Advisory Group on Immunization) and/or the Strategic Advisory Group of Experts on Immunization of the World. Health Organization (SAGE WHO).”
"The criteria for receiving the Covid-19 Vaccine as referred to in paragraph (2) are adjusted to the indications of the available Covid-19 vaccine."
Based on the availability of the Covid-19 Vaccine as referred to in paragraph (1), the priority groups for receiving the Covid-19 Vaccine are determined as follows:
- Health workers, assistant health workers, supporting staff working at Health Service Facilities, the Indonesian National Armed Forces, the Indonesian National Police, law enforcement officers and other public service officers;
- Community/religious leaders, strategic economic actors, subdistrict regional apparatus, village apparatus, and neighborhood unit/citizen association officials;
- Teachers/educational staff from PAUD/TK, SD, SMP, SMA, or equivalent/equivalent, and tertiary institutions;
- Ministries/institutions apparatus, regional government organizational apparatus, and members of the legislature;
- Vulnerable communities from geospatial, social, and economic aspects; and
- Communities and other economic actors.
"Meanwhile, based on the criteria for receiving the Covid-19 Vaccine as referred to in paragraph (3) the Minister can change the priority group for receiving the Covid-19 Vaccine as referred to in paragraph (4) after taking into account the recommendations from the Indonesian Technical Advisory Group on Immunization. ) and considerations from the Committee for Handling Corona Virus Disease 2019 (COVID-19) and National Economic Recovery.”
"Every person can only be registered in one of the priority groups for receiving the Covid-19 vaccine as referred to in paragraph (4)," Article 8 writes.
As for Article 9, based on the availability of the Covid-19 Vaccine, the Minister determines the priority areas for receiving the Covid-19 Vaccine.
The priority areas for receiving the Covid-19 vaccine as referred to in paragraph (1) are provinces/regencies/cities with a high number of confirmed cases of Covid-19 and provinces/regencies/cities with special considerations.
Province/regency/city areas as referred to in paragraph (2) are determined based on case data in the COVID-19 information system in accordance with statutory provisions.
