Gojek, Grab, and inDrive Respond to 8% Ride-Hailing Commission Cap

 

Major ride-hailing platforms operating in Indonesia—Gojek, Grab, and inDrive—are currently reviewing Presidential Regulation (Perpres) Number 27 of 2026, which mandates a significant reduction in the commission fees charged to motorcycle taxi (ojol) drivers, lowering them from 20% to a maximum of 8%.

Wahyu Ramadhan, Communication Manager at inDrive Indonesia, stated that the company is actively coordinating with relevant stakeholders through ongoing industry discussions. He emphasized that inDrive has always prioritized fair commissions since entering the Indonesian market. “With one of the lowest commission rates in the market, we provide our drivers with higher earning potential while maintaining reliable service quality,” Wahyu explained to Katadata.co.id on Monday (May 4). Regarding social security, he added that inDrive has already implemented its own programs in collaboration with BPJS over the past few years.

Meanwhile, Grab Indonesia CEO Neneng Goenadi noted that the company is awaiting official directives to better understand the technical details of the regulation. “This proposed commission structure represents a fundamental change in how digital platforms operate as marketplaces. We are committed to collaborating with the government and stakeholders to implement these changes while ensuring the policy meets its goal of protecting drivers, maintaining price affordability for consumers, and ensuring industry sustainability,” she stated in a press release.

Similarly, Hans Patuwo, President Director of PT GoTo Gojek Tokopedia Tbk (GOTO), affirmed the company’s readiness to evaluate the 8% cap. “We are currently conducting an internal assessment to fully understand the implications and the adjustments required to comply with the regulation,” he said, adding that GoTo will continue to coordinate with the government throughout this transition. As of now, Maxim has not provided an official response to the development.

This regulatory shift follows President Prabowo’s signing of Perpres No. 27/2026. During the International Labor Day (May Day) rally at the National Monument in Jakarta on May 1, the President expressed his stance clearly: “I will say it here: I do not agree with 10%. It must be below 10%.”

Historically, the 20% commission cap was specifically applied to passenger transport services under the Ministry of Transportation Decree No. KP 667 of 2022, while commission structures for online taxi services were regulated at the provincial level. Although the government has yet to clarify whether the 8% limit will extend to food and goods delivery services, drivers have long protested against commission deductions exceeding 20% for these non-passenger services during various demonstrations.
