Pertamina Patra Niaga is set to significantly bolster its Pertalite fuel reserves, planning an additional 1.4 million kiloliters. This strategic move aims to fortify the fuel supply for the upcoming Christmas and New Year (Nataru) holiday period in 2026, ensuring seamless availability for consumers across the nation.

Roberth MV Dumatubun, Corporate Secretary of Pertamina Patra Niaga, confirmed that this substantial increase will be sourced through a combination of robust domestic refinery output and necessary imports. He clarified that imports are essential because Indonesia’s current domestic production capacity cannot fully satisfy the nation’s extensive consumption demands, thus positioning imports as a crucial balancing mechanism within the national energy supply chain.

“Imports will be conducted in stages, following a process largely similar to general procedures,” Roberth stated during a media briefing on Wednesday (November 26). He emphasized that the fulfillment of these vital imports would strictly adhere to specific quality specifications and established procurement protocols, ensuring not only adequate volume but also uncompromised product integrity.

While Pertalite’s current supply resilience stands at 17 days, Pertamina aims to elevate this to a robust 21 days, significantly enhancing energy security. Roberth, however, did not specify the exact percentage of additional imports required, noting that this figure would only be finalized once import negotiations are complete. This phased approach allows for flexibility and optimal market response based on evolving demands.

Roberth further explained that Pertalite imports would originate from diverse international markets, with sourcing decisions guided by government policy. Currently, a mandate is in place to procure approximately 40% of the required imports from the United States, with the remaining volume secured through reliable suppliers from other global locations, strategically diversifying the supply chain.

Despite the necessary reliance on imports, Roberth confidently assured the public that the availability of Pertalite during the crucial Nataru period is not a cause for concern. Pertamina has meticulously prepared its supply to meet anticipated demand, ensuring consistent access for all consumers. “Therefore, I believe there will be no issues regarding Pertalite availability, as previously stated,” he affirmed.

This confidence in stock security is also underpinned by Pertalite’s consumption data, which currently remains below target. Roberth indicated that present consumption levels are still 1-5% lower than the established threshold, providing an additional buffer for the planned increase in reserves and reinforcing the robustness of the supply strategy.

Imports from the US

The strategic shift towards securing national fuel supply extends to significant engagement with the United States. PT Pertamina (Persero) had previously confirmed that the acquisition of crucial oil and gas commodities from the US is currently in progress, pending the official issuance of a Presidential Regulation (Perpres). This development is intricately linked to the broader agreement concerning a 19% reciprocal tariff imposed by the US on Indonesian goods, signaling a key bilateral economic arrangement.

Simon Aloysius Mantiri, President Director of PT Pertamina (Persero), commented on Wednesday (November 19) at the House of Representatives, “We are still awaiting the regulation [from the government].” He also highlighted that, with these planned imports, Pertamina is actively preparing all its state-of-the-art refineries for processing, demonstrating proactive operational readiness.

Pertamina currently operates six sophisticated refineries, boasting a combined installed capacity of 1.15 million barrels per day. These facilities are pivotal, responsible for supplying a substantial 60-70% of Indonesia’s national fuel requirements, forming the backbone of the country’s energy infrastructure. Mantiri underscored the company’s proactive stance, stating, “The most important thing is that we prepare for all possibilities,” emphasizing a comprehensive approach to energy security.

Lending further weight to these strategic plans, Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia announced that crude oil and fuel shipments from the US are slated to commence in December of this year, following the successful start of LPG shipments. “For LPG, it’s already underway, and for oil, it’s highly probable that some will start from there [the US] this December,” Bahlil stated at the Merdeka Palace in Jakarta on Tuesday (November 18), confirming the expedited timeline.

The government’s broader strategy involves increasing the volume of crude oil imports from the US to potentially up to 40% of total domestic needs. Bahlil noted that Indonesia currently imports only about 4% of its domestic crude oil requirements from the US, highlighting a significant potential shift. He further clarified that this move does not entail an increase in the overall national import quota; rather, the enhanced import of petroleum products from the United States will be achieved by strategically reallocating the existing import quota from other countries, optimizing trade partnerships.
