The Ministry of Finance (Kemenkeu) has categorically denied its involvement in ongoing discussions regarding the implementation of a single salary scheme for Civil Servants (PNS). This denial comes amidst circulating reports suggesting that the single salary system is slated for introduction in 2026, with the Ministry of Finance, the State Civil Service Agency (BKN), and the Ministry of Administrative and Bureaucratic Reform (PANRB) reportedly in joint deliberation.
When approached for clarification, Luky Alfirman, the Director General of Budget at the Ministry of Finance, stated he was unaware of and had not participated in any discussions concerning the single salary scheme’s potential implementation next year. “Not yet (implemented next year). I am not aware of it,” Luky affirmed during an interview at the House of Representatives building in Jakarta on Monday, November 24th.
Luky clarified that current discussions are primarily focused within the State Civil Service Agency (BKN) and the Ministry of Administrative and Bureaucratic Reform (PANRB). Once it’s complete, it will then come to the Ministry of Finance. When it comes to salaries, it’s PANRB and BKN,” Luky reiterated.
Regarding questions about budget readiness and the feasibility of implementing the single salary by 2026, Luky remained non-committal. He stressed that his ministry cannot make any definitive statements until they have thoroughly examined the comprehensive proposal. “We need to review it first. It’s not about whether the budget is ready or not; we need to see what the outcome is,” Luky stated. When pressed further on the possibility of a 2026 implementation, he added, “I don’t know, we need to see what the proposal looks like first.”
It is worth noting that the concept of a single salary, or unified wage system, is not new. This particular scheme was previously considered for inclusion in the discussions surrounding the State Civil Apparatus (ASN) Bill in early May 2013. However, despite the eventual ratification of the ASN Bill, no modifications were made to the existing remuneration structure for ASN or PNS at that time.
This historical context underscores why, according to Luky, the Ministry of Finance insists on reviewing the complete proposal before any steps towards implementation can be considered. He firmly declined to speculate on the future of the single salary plan. “We don’t yet know what the concrete details will be. We will review it first. I do not wish to speculate at this stage. We will see what it looks like then,” he concluded.
