Indonesia faces a monumental challenge in managing its national waste, requiring a substantial budget of up to IDR 149.6 trillion. This significant investment is crucial to meet the ambitious targets set for national waste management under the National Medium-Term Development Plan (RPJMN) by the year 2029, as announced by Environmental Minister Hanif Faisol Nurofiq.
Minister Nurofiq underscored the urgent need for concrete action, revealing that the volume of waste generated across Indonesia is projected to reach an alarming 146,000 tons per day by 2029. This staggering projection highlights the critical importance of implementing timely and effective solutions to prevent an escalating environmental crisis.
During a recent meeting with Commission XII of the House of Representatives (DPR RI), Hanif reiterated the scale of the challenge: “Technically, waste in our homeland is projected to reach 146,000 tons per day. So this volume of waste is projected to continue until 2029.”
To proactively address this immense challenge, the government, as stated by Hanif, is actively focused on strengthening institutional frameworks and developing robust waste management infrastructure. This strategic initiative is structured around five key clusters designed to streamline and optimize waste handling processes nationwide.
The comprehensive infrastructure plan encompasses a wide array of essential facilities. These include specialized organic waste processing units, Reduce, Reuse, Recycle (3R) waste management sites (TPS-3R), facilities for both Refused Derived Fuel (RDF) and non-RDF processing, and advanced waste-to-energy facilities. The development of waste-to-energy technologies is specifically mandated by Presidential Regulation Number 109 of 2025, which focuses on converting waste into electricity.
Significant Funding Requirements
From a financial perspective, Minister Hanif detailed the substantial allocation needed. The provision of essential waste management facilities and infrastructure alone is estimated to require approximately IDR 115 trillion until 2029. Additionally, an annual operational expenditure (Opex) of IDR 34.6 trillion will be necessary to sustain these operations.
Consequently, the total budget required to holistically address and resolve Indonesia’s national waste issue amounts to the aforementioned figure of IDR 149.6 trillion.
Hanif further elaborated on the breakdown, stating, “At minimum, we require IDR 115 trillion for facilities and infrastructure, ranging from biodigesters to waste-to-energy systems, in addition to an annual Opex of IDR 34.6 trillion.”
He affirmed that relentless efforts are underway to secure this significant budget through a multifaceted approach. This strategy involves intensive coordination with other government ministries, actively seeking international financial support, and fostering crucial multi-stakeholder collaborations. These concerted efforts aim to accelerate the development and implementation of vital waste management facilities across the archipelago.
“We are continuously implementing funding mitigation measures through engagement with other ministries, international support, and collaborations with various parties that we can leverage for waste management development,” Hanif concluded, emphasizing the collaborative spirit in tackling this national priority.
