Jakarta, IDN Times – The Indonesian Ministry of Finance (Kemenkeu) has addressed the proposed implementation of a single salary system for State Civil Apparatus (ASN), encompassing both Civil Servants (PNS) and Government Employees with Work Agreements (PPPK). This comprehensive reform, initially put forward by the State Civil Service Agency (BKN), is tentatively slated for rollout in 2026, aiming to streamline and enhance the fairness of public sector compensation.
The core objective of the single salary system is to consolidate various components of ASN income into one unified salary. This simplification is expected to foster greater transparency and equity across the board for all government employees.
However, the Ministry of Finance indicates that detailed plans are still under development. Luky Alfirman, Director General of Budget at Kemenkeu, acknowledged that his office is not yet fully apprised of the specifics. He clarified that discussions regarding the implementation of the single salary for ASNs are currently limited to coordination between BKN and the Ministry of Administrative and Bureaucratic Reform (Kemenpan-RB).
“Regarding the implementation of the single salary for ASNs in 2026, ‘Not yet, I’m not aware of the details. Currently, progress remains with BKN and Kemenpan-RB. Once they conclude their discussions, it will then be deliberated by the Ministry of Finance,’ Luky told reporters at the DPR Building in Jakarta on Monday (November 24, 2025). When pressed on the feasibility of a 2026 implementation, Luky refrained from speculation, stating, ‘We do not want to make assumptions yet. We will review the outcomes of the discussions first.’”
Previously, Zudan Arif Fakrulloh, Head of the State Civil Service Agency (BKN), had expressed optimism about the timeline, targeting the single salary system to commence next year. He emphasized that this transformative system would consolidate all forms of income for Civil Servants into a single, cohesive payment structure.
Zudan elaborated that BKN, in conjunction with the Ministry of Finance, the Ministry of Administrative and Bureaucratic Reform (Kemenpan-RB), and other relevant ministries and agencies, is actively coordinating to align various aspects and regulations necessary for the system’s successful launch. “We are continuously discussing and coordinating with the Ministry of Finance, Kemenpan-RB, BKN, and other ministries/agencies. We are refining this process, and we hope the single salary can be implemented next year,” Zudan stated, underscoring the collaborative effort required.
The BKN head further stressed that the successful adoption of the single salary system demands meticulous preparation and a collective final decision involving all pertinent ministries and institutions. “Certainly, this requires thorough preparation, and this decision must be made jointly,” he affirmed, highlighting the complexity and strategic importance of the reform.
Under the proposed single salary system, an ASN’s pay will be calculated as one comprehensive component that already incorporates various allowances. This unified compensation is expected to amount to approximately 75 percent of their previous total income, which included separate allowances. This innovative scheme is designed to be more streamlined and equitable, benefiting not only active ASNs but also retirees by replacing the older, fragmented model of compensation.
The Korpri (Indonesian Civil Servant Corps) has been a long-standing proponent of this concept, advocating for a single salary structure for over a decade. The organization hopes that the incoming Minister of Finance will demonstrate a greater commitment to improving ASN welfare, specifically ensuring that regional Employee Income Allowances (TPP) are consistently and adequately disbursed.
