
The Corruption Eradication Commission (KPK) conducted a swift sting operation (OTT) against Riau Governor Abdul Wahid on Monday (3/11). The governor was apprehended along with nine other public officials.
During the operation, the KPK also confiscated a significant amount of cash as evidence. Preliminary statements from the anti-graft body indicate that the operation is suspected to be linked to bribery practices concerning procurement projects for goods and services within the Riau Provincial Government.
The arrest of Governor Abdul Wahid further extends the disheartening list of Riau regional heads implicated in corruption cases. Since the reform era, at least four Riau governors have been named suspects by the KPK for various abuses of power and bribery schemes.

1. Saleh Djasit (1998–2003)
Saleh Djasit holds the unfortunate distinction of being the first Riau Governor prosecuted for corruption by the KPK. He became embroiled in a fire truck procurement case that caused an estimated state loss of Rp15.2 billion. In this particular case, Saleh was deemed to have bypassed official tender procedures by directly appointing a vendor.
The court sentenced him to 4 years in prison and millions of rupiah in fines. This verdict served as a stern warning to other regional heads about the prudent use of budgets, though in practice, corruption cases in Riau have regrettably continued to recur.
2. Rusli Zainal (2003–2013)
Saleh Djasit’s successor, Rusli Zainal, also found himself entangled in legal woes. He was implicated in two major cases: bribery surrounding the organization of the 18th National Sports Week (PON) in Riau and the misuse of business permits for the utilization of timber forest products from plantations (IUPHHK-HT) in Pelalawan and Siak.
The panel of judges initially handed down a sentence of 14 years in prison and a Rp1 billion fine, finding him guilty of receiving illegal gratuities and abusing his authority during his two terms in office. Following further legal proceedings, his sentence was later reduced to 10 years in prison.
Rusli’s case notably highlighted systemic corruption prevalent within Riau’s forestry permitting sector, drawing significant national attention to the issue.
3. Annas Maamun (2014–2019)
Less than a year into his term, Annas Maamun was arrested by the KPK in September 2014. He was found guilty of accepting bribes related to the revision of the Riau Provincial Regional Spatial Plan (RTRW), specifically to convert forest areas into oil palm plantations.
In 2015, the Jakarta Corruption Court sentenced him to 6 years in prison and a Rp200 million fine. However, the Supreme Court later increased his sentence to 7 years after prosecutors filed an appeal.
In October 2019, President Joko Widodo granted him clemency, reducing his sentence by one year to six years. Annas was released in September 2020, but just two years later, he was again embroiled in a new case involving bribery of Riau DPRD members for the approval of the 2014–2015 Regional Budget. In this subsequent case, Annas was once more sentenced to 1 year in prison. Annas’s multiple cases starkly illustrate how bribery in the regional permitting and budget sectors in Riau persists as a recurring pattern, despite repeated enforcement actions by the KPK.
4. Abdul Wahid (2025–2030)
The most recent case involves Abdul Wahid, identified as the Riau Governor for the 2025–2030 period. He was apprehended in a sting operation along with approximately 10 other individuals. The KPK suspects involvement in bribery or gratification related to regional infrastructure development projects.
While the KPK has yet to officially announce his suspect status, this arrest once again underscores Riau’s unfortunate distinction as one of the provinces with the highest incidence of corruption among its regional heads in Indonesia.
