The Head of the National Nutrition Agency (BGN), Dadan Hindayana, expressed optimism that approximately 30,000 Nutritional Fulfillment Service Unit (SPPG) kitchens are set to commence operations by March 2026. The government has urged the construction of these SPPGs to begin by the end of this year, utilizing prototypes developed by the Ministry of Public Works.
According to Dadan, the current number of operational SPPG units stands at 16,630. This figure is projected to rise to 20,140 units, comprising roughly 20,000 SPPGs in urban areas and about 140 units in the disadvantaged, frontier, and outermost regions, often referred to as 3T regions.
“However, it is highly probable that all SPPGs will be established within the next two months, by February 2026. Consequently, the total number of beneficiaries could reach 82.9 million people by March-April 2026,” Dadan stated at the Coordinating Ministry for Food Affairs office on Wednesday (December 3).
Dadan highlighted that SPPGs operating in 3T regions currently serve approximately 3 million beneficiaries across 8,200 units. He further clarified that the majority of recipients for the nutritious meals program are expected to be in urban areas.

Elaborating on the distribution, Dadan explained that SPPGs in 3T regions will be strategically located near schools or residential areas. This placement is crucial to ensure that the transportation time for nutritious meals from the SPPG to schools does not exceed 30 minutes, guaranteeing freshness and timely delivery.
Triono Junoasmono, Expert Staff to the Minister of Public Works for Inter-Agency Relations, confirmed that his ministry has successfully produced three SPPG prototypes designed to reduce construction time to just two months. Despite this accelerated timeline, Triono emphasized that the quality of the SPPG kitchens remains paramount, attributed to the modular construction method employed.
Triono detailed that the government has established specific module specifications for SPPG buildings to further expedite the construction process. He noted that the three SPPG models come in two building sizes: 15×20 meters and 20×20 meters, offering flexibility for various locations.
Triono reported that these modular SPPGs have already been constructed by State-Owned Enterprises (SOEs) in three locations: Jambi, Kebumen, and Banjar. Notably, one modular SPPG, construction of which began in early November 2025, is slated for completion by the end of this month and will become operational in January 2026.
“We strongly encourage all parties involved in the construction phase of SPPGs to utilize the modular SPPG design due to its significantly faster building period. One key benefit is that the processing time for Building Approval Permits has been dramatically reduced to just four days,” Triono concluded.
Summary
The National Nutrition Agency (BGN) expects approximately 30,000 Nutritional Fulfillment Service Unit (SPPG) kitchens to be operational by March 2026, with construction urged to commence by year-end using prototypes from the Ministry of Public Works. The current 16,630 operational SPPG units are projected to increase to 20,140, aiming to serve 82.9 million beneficiaries by March-April 2026. SPPGs in 3T regions will be strategically located near schools or residential areas to ensure timely meal delivery.
The Ministry of Public Works has developed three modular SPPG prototypes, significantly reducing construction time to just two months while ensuring quality. These modular designs, available in 15x20m and 20x20m sizes, have been implemented in pilot projects in Jambi, Kebumen, and Banjar. This modular approach not only accelerates construction but also dramatically shortens Building Approval Permit processing to just four days.
