Rancak Media — The Ministry of Finance (Kemenkeu) has confirmed that it has yet to receive any installment invoices from banking institutions regarding the Kopdes Merah Putih (Red and White Village Cooperative) program. Official projections indicate that these payment obligations are expected to commence toward the end of 2026, specifically around September.
Askolani, the Director General of Fiscal Balance at the Ministry of Finance, explained that the payment process hinges on a mandatory verification phase. Before any funds are disbursed, the Financial and Development Supervisory Agency (BPKP) must conduct a thorough audit of the project. “The invoices have not been received yet,” Askolani stated during a press conference for the APBN KiTA report on Tuesday (May 5). “Once construction is complete, the project will undergo verification led by BPKP, potentially in coordination with the Inspectorate General.”
The BPKP audit is set to be comprehensive, reviewing critical aspects such as funding allocations, building valuations, physical assets, and overall compliance with existing regulations. Askolani emphasized that the findings from this review will serve as the essential foundation for the state-owned banking association, Himbara, to submit their installment proposals to the government.
To ensure fiscal discipline, the Ministry of Finance has established a structured “check and balance” system. “We will incorporate any corrections or recommendations provided by BPKP. Once the banks submit their proposals along with the completed BPKP review documents, we will begin the installment payments, which are scheduled annually over a six-year period,” Askolani clarified.
Regarding the total value of these installments, Askolani noted that the figures would be adjusted based on the actual number of Kopdes Merah Putih units completed and verified by the BPKP. He acknowledged that the final amount could potentially be lower than the initial estimate of Rp 40 trillion previously mentioned by Finance Minister Purbaya Yudhi Sadewa.
Despite the variables in the final cost, the Ministry has confirmed that the State Budget (APBN) has been adequately prepared to cover these banking liabilities. The payment timeline takes into account a grace period of 6 to 12 months following project completion. “Depending on when construction concludes—for instance, if it wraps up in early 2026—the grace period dictates our payment schedule. We anticipate the first installment will be processed around September 2026,” he concluded.
