Rancak Media – , JAKARTA — Indonesia’s Minister of Agriculture, Andi Amran Sulaiman, revealed that the budget absorption for the Ministry of Agriculture (Kementan) for 2025 has only reached 72.41% of its Rp31.9 trillion ceiling. This figure, highlighted during a working meeting with Commission IV of the DPR RI (House of Representatives) in Jakarta on Monday, November 24, 2025, underscores a significant challenge for the agricultural sector.
Amran attributed the suboptimal absorption rate primarily to an ongoing budget freeze imposed by the Ministry of Finance (Kemenkeu). He explained that a substantial Rp8 trillion remained blocked in September, with a partial block still in effect in October. “There was still an Rp8 trillion budget block in September, and a partial block in October. This is one of the key reasons why our absorption has only reached 72%,” Amran stated, emphasizing the direct impact on the ministry’s operational capacity.
The total allocated budget ceiling for the Ministry of Agriculture this year stands at Rp31.91 trillion, a figure that includes an Additional Spending Budget (ABT) of Rp2.46 trillion. This supplementary funding is a direct response to President Prabowo Subianto’s specific directive to the Ministry of Agriculture, aimed at boosting the production of several key agricultural commodities across the nation.
The commodities targeted for enhanced production through this initiative are diverse and crucial for national food security and economic growth, including sugarcane, coffee, coconut, cocoa, cashew, pepper, and nutmeg. The Ministry plans to achieve these ambitious targets by optimizing area development programs, strengthening seed production, investing in plantation crops, and providing essential management and technical support.
Despite the overall allocation, Amran further elaborated that the effective budget ceiling for Kementan in 2025 is Rp31.12 trillion. This adjustment accounts for specific blockages by the Ministry of Finance: Rp136 billion for travel expenses, subject to selective utilization, and another Rp572 billion for non-official travel expenditures funded by foreign loans. These specific freezes further complicate the ministry’s financial maneuverability.
To overcome these hurdles and enhance budget absorption by the end of the year, the Ministry of Agriculture is committed to intensifying the implementation of its programs and activities on the ground. This strategic approach will prioritize maintaining robust financial accountability and oversight across all operations. “We are continuously striving to improve budget absorption, with a projected realization of at least 93% by December,” Amran affirmed, outlining a clear path towards meeting the ministry’s financial targets.
Summary
Indonesia’s Minister of Agriculture, Andi Amran Sulaiman, reported that the Ministry of Agriculture’s (Kementan) 2025 budget absorption currently stands at only 72.41% of its Rp31.9 trillion ceiling. He attributed this low rate primarily to an ongoing budget freeze by the Ministry of Finance. A substantial Rp8 trillion was blocked in September, with a partial block still in effect during October, significantly impacting the ministry’s operational capacity.
The total allocated budget includes an Additional Spending Budget of Rp2.46 trillion, specifically directed by President Prabowo Subianto to boost production of key commodities like sugarcane and coffee. Despite this, specific financial blockages, including funds for travel expenses, have reduced Kementan’s effective budget ceiling to Rp31.12 trillion. To overcome these challenges, the ministry is committed to intensifying program implementation and maintaining robust financial accountability, aiming for 93% budget absorption by December.
