The landscape of global power has shifted. In the 20th century, dominance was defined by oil and fossil fuels; today, in the era of artificial intelligence, influence is determined by the semiconductor industry. These tiny chips, the brains behind all modern technology, have become the primary theater for geopolitical competition between world powers.

Nezar Patria, Deputy Minister of Communication and Digital Affairs, highlighted that the current chip war is a defining feature of 21st-century international relations. “Just as oil was the currency of power in the past, semiconductors are the strategic core of the 21st century. Nations like the United States, China, and major European powers are racing to secure their positions in the semiconductor supply chain,” Nezar noted in a written statement on Wednesday (May 7).

Indonesia’s Current Stance in the Global Chip Race

Amidst this intense global rivalry, Indonesia acknowledges that it faces significant hurdles to integrating into the AI and semiconductor supply chain. Nezar admitted that the country’s current role in global chip production remains minimal.

“Indonesia is not currently integrated into the global AI supply chain,” he explained. Reflecting on a visit to a semiconductor facility in Batam that processes components for Nvidia, Nezar observed that none of the materials used in the assembly process originated from Indonesia.

Leveraging Natural Resources for Global Impact

Despite these challenges, the government sees a strategic opening to enter the global chip ecosystem by capitalizing on Indonesia’s abundant critical minerals, particularly nickel and cobalt. These raw materials are essential components in semiconductor manufacturing and the technology required to support AI.

“Indonesia possesses vital minerals such as gold, cobalt, and nickel that are critical to the semiconductor manufacturing process,” Nezar said. “The challenge now lies in processing these raw minerals so they meet the specific requirements of the global industry.”

Building Human Capital for the Future

Beyond leveraging natural resources, the government recognizes that developing digital talent is essential to ensuring that Indonesia evolves beyond being a mere raw material supplier. To address this, the Ministry of Communication and Digital Affairs is launching the AI Talent Factory program, a collaborative initiative involving universities, research centers, and key stakeholders aimed at cultivating a robust domestic workforce specialized in artificial intelligence.

By combining its natural resource wealth with a burgeoning digital workforce, Indonesia is committed to securing a strategic position in the global AI industry. The nation intends to navigate this space by adopting a balanced approach—avoiding total dependence on any single country while steadfastly protecting national interests.

“As a middle power, Indonesia is choosing a middle path,” Nezar concluded. “We are leveraging our critical minerals while simultaneously building our digital talent as a foundation to navigate the rapid pace of technological advancement.”
