The Ministry of Communication and Digital (Komdigit) has announced that social media platform X has paid an administrative fine totaling nearly Rp 80 million. This significant penalty was imposed due to the platform’s delay in fulfilling its content moderation obligations, specifically regarding content with pornographic material.
“The administrative fine was paid by X on December 12, 2025, following our issuance of a third warning letter and subsequent extensive communication with X,” stated Alexander Sabar, Director-General of Digital Space Supervision, in Jakarta on Saturday, December 13, 2025.
Alexander Sabar further elaborated that Platform X responded via email, officially designating a representative to oversee the administrative fine payment process in accordance with previously established regulations. This came after a period of intensive communication between Komdigit and the platform. Komdigit warmly welcomed Platform X’s proactive approach and good faith in fulfilling its administrative payment obligations.
“This action underscores the compliance of Electronic System Operators (ESOs) with prevailing regulations, which is crucial for maintaining a safe, healthy, and productive digital space in Indonesia,” Director-General Alexander emphasized.
He confirmed that the entirety of the administrative fine has been meticulously processed through official mechanisms and directly deposited into the state treasury, which is managed by the Ministry of Finance.
Alexander highlighted that the rigorous enforcement of regulations against all digital platforms, encompassing both local and global entities, forms an integral part of the government’s sustained efforts to safeguard Indonesian society. This protective measure is particularly aimed at shielding children and vulnerable groups from exposure to harmful content within the digital realm.
This specific administrative fine stemmed from a violation of content moderation obligations related to pornographic material, which was initially identified during Komdigit’s digital space monitoring on September 12, 2025. While Platform X did eventually comply with the access termination (take down) order for the offending content after the second warning letter was issued, the government nonetheless proceeded with imposing the administrative fine in strict accordance with the prevailing regulations, emphasizing that timely compliance is paramount.
