Environmental Minister Hanif Faisol Nurofiq has voiced suspicions that the substantial logs carried away by the recent floods and landslides across various regions of Sumatra originated from areas cleared for palm oil plantations. This insight sheds light on a critical aspect of the ongoing environmental challenges in the region.

“There are clear indications that the opening of palm oil plantations leaves behind logs,” Hanif stated at the Parliament Complex in Senayan, Jakarta, on Wednesday (December 3). He elaborated that due to the “zero burning” policy, these logs are not incinerated but merely pushed aside. This practice makes them highly susceptible to being washed away during heavy rainfall, exacerbating the impact of natural disasters.

Further investigations conducted by the Ministry of Environment have uncovered significant irregularities in upstream land use. Areas that should inherently be dense forests have been converted into dryland and wetland agriculture. Hanif noted that the flood-affected locations should not have been severely impacted under normal circumstances, highlighting the unusual nature of the situation when the floods struck. This conversion of vital forestland significantly diminishes the landscape’s natural capacity to absorb water.

“These areas are situated at the watershed’s peak,” he added, underscoring how inappropriate land use in such elevated regions directly contributes to the severity of these environmental disasters.

The Ministry of Environment is currently directing its focus to Batang Toru, a sub-district within South Tapanuli Regency. Its distinctive ‘V’ shaped topography naturally funnels water into the area, making it particularly vulnerable to severe flooding and erosion, a susceptibility greatly intensified by unsustainable land management practices.

In a decisive move, Hanif announced plans to summon eight companies next Monday (December 8). These entities are strongly suspected of having exacerbated the devastating floods and landslides throughout Sumatra through their operational activities.

“This investigation is ongoing and developing,” he clarified. “Currently, we have identified 7 out of 8 companies. While the eighth company is not yet actively operating, we will delve deeper into its potential role. All these companies are specifically linked to operations in the Batang Toru region.”

According to Hanif, on-site findings unequivocally confirm that vast tracts of upstream areas, which should have been protected forests, have been extensively transformed into dryland agriculture. This widespread deforestation in ecologically sensitive zones is identified as a primary driver behind the heightened flood risks.

“The sheer scale of this conversion is truly immense,” Hanif emphasized. “Out of 340,000 hectares, approximately 50,000 hectares in the upstream areas are now dryland devoid of any tree cover. We can easily visualize the devastating consequences that unfold when even a moderate amount of rain falls.”

Should the ongoing investigations reveal any environmental violations, stringent sanctions will be imposed. These penalties will target not only the implicated companies but also local governments found to have enacted policies that worsen environmental degradation and contribute to the landscape’s vulnerability.

“Furthermore, environmental dispute sanctions will be pursued,” he affirmed. “Such catastrophic disaster conditions necessitate comprehensive restoration efforts. Law No. 32 strictly adheres to the ‘polluter pays’ principle, mandating that all polluters are responsible for bearing the costs of environmental recovery. We are fully committed to enforcing this principle.”

Hanif also unequivocally stated that criminal sanctions would be sought, especially given the tragic loss of life caused by these disasters. The ministry is dedicated to upholding the principle of justice in its law enforcement efforts, aiming to establish a strong deterrent effect and foster greater environmental responsibility and caution among all stakeholders to prevent future tragedies.

Looking ahead, Hanif disclosed that the Ministry of Environment has already undertaken a comprehensive review and subsequently revoked all relevant environmental approval documents pertaining to the affected regions.

“Especially within the watershed areas, we will conduct thorough reviews,” he confirmed. “If existing activities cannot be continued responsibly, then fundamental changes must be implemented. Our team of expert advisors will provide technical recommendations to guide these necessary environmental transformations.”
