The House of Representatives Commission II (Komisi II DPR RI) has reaffirmed its strong political support for the accelerated relocation of civil servants (ASN) and the readiness of Nusantara to serve as Indonesia’s Political Capital by 2028. This crucial affirmation emerged during a Working Meeting and Hearing between the Nusantara Capital City (IKN) Authority and Commission II of the DPR RI, held on Tuesday, November 25, 2025, at the Nusantara Building.
The extensive meeting comprehensively reviewed the significant progress in the physical development of the Central Government Core Area (KIPP), monitored ongoing construction efforts, and assessed the institutional preparedness of IKN to function effectively as the nation’s new political governance hub.
In line with Presidential Regulation No. 79 of 2025 concerning the Work Plan Update, the ambitious target is set to relocate 4,100 civil servants to Nusantara by 2028. Both Commission II of the DPR and the IKN Authority underscored the imperative for robust policy synchronization across various ministries and institutions to ensure the successful realization of this vital relocation goal.
Beyond the critical infrastructure development, the meeting also focused intently on preparing IKN for its role as a Special Regional Government (Pemdasus). The IKN Authority is actively developing comprehensive institutional regulations and detailed technical operational steps. This includes crucial aspects such as territorial division, establishing a robust organizational structure, efficient asset and financial management, precise boundary demarcation, collaborative governance arrangements, and thorough job and workload analyses.
A significant discussion point during the session was the Constitutional Court’s (MK) decision regarding land rights. Basuki Hadimuljono, Head of the IKN Authority, clarified the implications, stating, “The Constitutional Court’s ruling does not revoke land rights; rather, it revises the mechanism for their allocation. For instance, the Right to Build (HGB), which was previously granted for a single 80-year cycle, has been refined into a cycle comprising extensions and renewals of 30, 20, and 30 years respectively. To date, we have received no complaints from investors. We are immensely grateful for the consistently strong political support for IKN.”
Expressing profound optimism, Zulfikar Arse Sadikin, Vice Chairman of Commission II DPR RI, remarked, “How immensely proud we are to possess a Capital City born from our very own creative will and aspirations.
