Kemenkeu Masih Kaji Kenaikan Gaji ASN 2026, Tergantung pada Kondisi APBN

 

The Ministry of Finance (Kemenkeu) has confirmed receiving a letter from the Minister of Administrative and Bureaucratic Reform (MenPANRB), Rini Widyantini, regarding a proposed salary increase for Civil Servants (PNS) in 2026. However, no definitive decision has been made concerning the planned salary adjustments for all Civil Servants (ASN), military personnel (TNI), and police officers (Polri).

“Currently, it is certainly under our review and consideration,” stated Luky Alfirman, Director General of Budget at Kemenkeu, during the APBN KiTA November 2025 edition press conference held on Thursday (20/11).

Luky further elaborated that numerous factors are being weighed before a decision on the civil servant salary increase can be reached. Crucially, any adjustment to civil servant salaries will be contingent upon the prevailing conditions of the state budget (APBN).

He emphasized the complexity of the matter, noting, “This is not simply about raising salaries. It’s not that straightforward. For example, we always view this as an integral part of our efforts to restructure the organization.”

Beyond budgetary considerations, Luky indicated that Kemenkeu is also examining strategies for bureaucratic transformation. To this end, he assured that the Ministry of Finance will maintain continuous cooperation and coordination with the Ministry of Administrative and Bureaucratic Reform (KemenPANRB).

“We constantly assess the performance and productivity of the ASN themselves, and naturally, we also consider our fiscal capacity,” Luky added, highlighting the holistic approach to the proposed salary hike.

The discussion surrounding a potential civil servant salary increase has been ongoing since mid-2025. This momentum follows the inclusion of a 2026 ASN salary increase plan within Presidential Regulation (Perpres) Number 79 of 2025, which pertains to the Update of the Government Work Plan (RKP) 2025.

According to the aforementioned regulation, the proposed salary increase for ASN next year is designated as one of eight “Quick Best Result Programs.” The government’s annex to Presidential Regulation Number 79 of 2025 specifically outlines the goal: “To increase the salaries of ASN, particularly for teachers, lecturers, health workers, extension workers, TNI/Polri, and state officials.”

Tujuannya adalah untuk meningkatkan gaji ASN, khususnya bagi guru, dosen, tenaga kesehatan, penyuluh, serta TNI/Polri dan pejabat negara.
