Furthermore, business permits will be issued by OSS institutions for and on behalf of ministers, heads of institutions, governors, regents or mayors, special economic zone administrators, and heads of KPBPB business entities to business actors via an electronic system.

Business Licensing in OSS RBA

After the implementation of RBA OSS, business actors who are just starting and carrying out business activities are now required to fulfill:

  1. Basic business licensing requirements (include suitability of space utilization activities, environmental approval, building approval, and certificate of functional worthiness)
  2. Risk-based business licensing is carried out based on determining the level of risk and ranking of the scale of business activities (consisting of MSMEs or large businesses)

The implementation of determining the level of risk in question is carried out through:

  1. Identification of business activities
  2. Hazard level assessment (health, safety, environmental aspects, and/or resource utilization and management)
  3. Assessment of the potential for danger (carried out by taking into account the type of business activity, business activity criteria, location of business activity, resource limitations, and/or volatility risk)
  4. Determination of risk level and business scale rating (obtained based on an assessment of the level of danger and potential for danger to occur)
  5. Determination of the type of business license

Risk Level in OSS RBA

Based on the above assessment, business activities will then be classified into:

  1. Business activities with a low level of risk
  2. Business activities with medium to low risk levels
  3. Business activities with a medium to high level of risk
  4. Business activities with a high level of risk

For information, this level of risk will determine the type of business permit required by business actors. Business permits for business activities with a minimum level of risk in the form of NIB which can be used as identification for business actors and legality for carrying out business activities.

According to the BKPM website, NIB may also refer to the following:

  1. Import Identification Number
  2. Customs access rights
  3. Registration of business actor participation for health social security and employment social security
  4. Mandatory employment report for the first period of business actors
  5. For business activities with a medium level of risk, licensing is in the form of an NIB and a standard certificate, while for high risk levels, business licensing is in the form of an NIB and a permit. The permit in question is approval from the government/regional government for the implementation of business activities which must be fulfilled by business actors before carrying out their business activities

How to Access OSS RBA

To use OSS RBA, business actors must register and create an account first. Next, business actors must fill out the registration form and complete important details.

The OSS system will then send an email to the OSS account owner asking them to verify their identity. Temporary user ID and password are sent in the verification email and can be used by business actors to access the OSS system.

After successfully logging in, business actors can start accessing OSS and filling in data to get a Business Identification Number (NIB).

Business actors can also continue the following procedure, namely submitting an application to obtain the necessary permits along with the pledge.

Apart from submitting new applications, OSS can also be used by business actors to extend applications business permit existing ones, creating a business, changing or updating company data.
