ASN Must Read! Following are the New MenPAN-RB and BKN Rules – The Minister for Administrative Reform and Bureaucratic Reform (MenPAN-RB) Tjahjo Kumolo and the Head of the State Civil Service Agency (BKN) Bima Haria Wibisana issued a Circular Letter (SE) regarding the Prohibition of ASN Affiliating with and/or Supporting Prohibited Organizations and/or Community Organizations that Revoked Legal Entity Status.
SE Joint No. 02/2021 and No. 2/SE/I/2021 which was signed on January 25, 2021 is a follow-up to the Joint Decree (SKB) regarding Prohibition of Activities, Use of Symbols and Attributes, and Termination of Activities of the Islamic Defenders Front (FPI) which was circulated on December 30, 2020.
"This SE Joint is intended for ASN so that they still uphold the basic values of having to be loyal to Pancasila, the 1945 Constitution, legitimate government and maintaining ASN's function as glue and unifier of the nation," said the Joint SE.
ASN's involvement in banned organizations and social organizations (ormas) whose legal entity status has been revoked can lead to negative radicalism within ASN and government agencies.
Because of this, it is necessary to avoid ASN concentrating on working in providing perfect service for residents. In the SE, there are provisions regarding several steps for prohibition, prevention, prosecution and legal basis for imposing disciplinary punishment for ASN involved.
The PPK ban includes seven things. Namely being a member or having ties, giving direct and indirect support, being a participant, being involved in activities.
In addition, using organizational symbols and attributes, using various media to convey the association and use of symbols and attributes, and taking other actions related to banned organizations and community organizations whose legal entities have been revoked.
In this Joint Circular Letter it is mentioned that banned organizations and community organizations whose legal entity status has been withdrawn, namely: the Indonesian Communist Party, Jemaah Islamiyah, Fajar Nusantara Movement (Gafatar), Hizbut Tahrir Indonesia (HTI), Jemaah Ansharut Daulah (JAD), and the Defenders Front Islam (FPI).
