Registration for CPNS 2021 is no longer open for teacher formation – Even though the registration for Candidates for Civil Servants (CPNS) Formation 2021 will be opened and targeted for April to May 2021, in 2021 in this case the Government will not open teacher formations.
Bima Haria Wibisana as the Head of the State Personnel Agency, conveyed his agreement with the Ministry of Administrative Reform and Bureaucratic Reform, if for the teacher scheme the teacher will move to become a Government Employee with a Work Agreement (PPPK).
"This agreement will not accept CPNS acceptance. Later, we may not accept teachers with CPNS positions, but government employees with work agreements," said Bima in an online journalist meeting in Jakarta, Tuesday, December 29, 2020.
Bima also explained that the Ministry of Education and Culture and BKN only plan to open 1 million teacher formations, but with the status of government employees with work agreements (PPPK) in 2021.
This is because in the last 20 years there has been an imbalance in the inter-regional teacher distribution system nationally because the government opened teacher formations for CPNS selection.
"Why is it like that? Because if civil servants after they work for four to five years, they generally want to change positions and it damages the national teacher distribution mechanism," said Bima.
But the completion was never successful, this is because CPNS formations for teachers are still being opened.
"Because of that later the system will be changed to PPPK (Government Employee with Work Agreement)," said Bima.
Furthermore, Bima conveyed that PPPK and civil servants were the same in terms of position, but the difference between the two state civil servants (ASN) was related to the absence or availability of pension benefits.
"The only difference is that if civil servants receive pension benefits, PPPK does not receive pension benefits," said Bima.
Even so, BKN is trying to review the matter with PT Taspen, so PPPK can also receive pension benefits like civil servants.
"It doesn't mean you can't get a pension because PPPK has never cut the pension fee," said Bima.
However, Bima explained that his party had negotiated with PT Taspen, if PPPK really wanted it, then it could be deducted as a pension fee. Until later have the right to also receive pension benefits.
